Keeping MediaWiki secure, not overrun by spammers, and not regularly falling over has gotten to be too much of a burden and the antispam steps we've had to take have made it difficult for people to log in and use it for quite some time, so we have officially thrown in the towel and outsourced the problem. Everything that was found on the wiki can now be found in its new location:

Simplify email system

This causes the old TheSchwartz worker to simply enqueue an SQS job in the new task system, so we don't have any duplicate mail sending logic. Additionally, this standardizes on Net::SMTP which is the modern module now that it supports TLS. Also fix up the configs so this doesn't reference SES anymore since it's not specific to that.
